I live in Oregon and regularly check on the rules of the gift tax because as you allude to, the exemption in Oregon is $1M. It is my understanding Oregon determines the taxable amount upon the value of the estate at death. Therefore, if you expect your estate to be valued at less than the federal exemption, gifting limits are not relevant. Am I misunderstanding something? Here are two links that refer to this:
